PARIVARTAN Scheme 2026: Benefits, Eligibility and Registration Process

The Government of India has introduced the PARIVARTAN Scheme 2026 to help owners replace old and highly polluting commercial vehicles with cleaner models. The scheme mainly covers trucks and buses registered in Delhi and the National Capital Region.

Eligible vehicle owners can receive several benefits, including a 100% road tax waiver, registration fee waiver, 5% interest support on vehicle loans, an OEM discount of at least 8%, fuel vouchers and financial assistance for electric vehicles.

What Is the PARIVARTAN Scheme?

PARIVARTAN stands for Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions.

Its purpose is to replace older BS-IV, BS-III, BS-II, BS-I and Pre-BS commercial vehicles operating in Delhi-NCR. Vehicle owners who retire an eligible truck or bus and purchase a cleaner vehicle can receive financial and tax-related benefits.

The programme has a total financial outlay of ₹9,585 crore, including ₹5,041 crore in budgetary support from the Central Government. It is being funded through the National Capital Region Planning Board under the Ministry of Housing and Urban Affairs. What Must Owners Do With Their Old Vehicles?

6. Electric Vehicle Incentive

A person replacing an old vehicle with an eligible electric commercial vehicle may receive one-time assistance ranging from ₹64,000 to ₹2.56 lakh.

EV buyers receive this one-time benefit instead of monthly diesel or CNG fuel vouchers. The applicable amount depends on the type and category of the electric vehicle. The latest government update provides the current incentive ranges.

How Can Vehicle Owners Register?

The scheme uses an integrated online platform connected with systems such as VAHAN, V-Scrap, DigiELV, the Public Financial Management System, participating lenders and fuel voucher services.

The general registration process is expected to involve these steps:

  1. Visit the official PARIVARTAN portal.
  2. Enter the vehicle registration number and required ownership information.
  3. Complete mobile number or identity verification.
  4. Allow the system to check the vehicle’s eligibility through VAHAN.
  5. Select the applicable vehicle replacement option.

What Is the Latest Update on Registrations?

The scheme has begun receiving registrations across Delhi-NCR. Reported nearly 1,500 registrations within a month and a government target of 25,000 registrations by mid-October.

An official update dated August 28 recorded more than 1,300 beneficiaries as of August 27. It also confirmed that 42 banks and NBFCs and 15 automobile manufacturers had joined the programme. The slight difference likely reflects different reporting cut-off times.

The government is promoting the scheme through RTOs, fuel stations, toll plazas, transport hubs and digital campaigns to reach more eligible owners.
